TIRANA, May 7 – Prime Minister Edi Rama said Albania’s EU integration process remains the key driver for strengthening institutions and securing an independent justice system during the opening session of the World Law Congress in Tirana. He said the country now faces a decisive moment to make justice reform irreversible and to build a system that blocks arbitrariness while reinforcing the rule of law.
Rama said EU support plays a central role in that effort, arguing that Albania would struggle to consolidate an independent judiciary without it. He compared the process to post-conflict state-building efforts that failed to establish durable institutions. He added that institutional knowledge flows from Brussels to Tirana through the integration process, helping Albania overcome a limited historical institutional base.
The Albanian Prime Minister stressed that protection of justice reform remains essential and said the process must continue despite political and institutional pressure. Sustained political commitment, he said, determines whether reforms remain on track. Selection of Tirana as host city, he added, reflects Albania’s transformation over the past decade and progress in strengthening rule-of-law institutions.
Pointing to the vetting process as a turning point in the justice system, Rama noted that previous systems operated under political influence across different historical periods. He said reform efforts aimed to break that pattern and produce tangible results. At the same time, he said institution-building requires a long-term horizon that extends beyond one or two decades, while political support remains critical to ensure institutions operate without interference and resist corruption.
