“Rule of law is never built once and for all,” Justice Minister Gogu says as Albania highlights justice reform

TIRANA, May 7 – Minister of Justice Toni Gogu addressed Albania’s justice reform during the opening session of activities for the World Law Congress, which will be held in Tirana in 2027.

Gogu described the rule of law as an ongoing process rather than a fixed outcome. He linked the main challenge to both institutional strength and public trust. He also pointed to global trends, noting that rule-of-law indicators have stagnated or declined in more than half of countries in recent years.

Albania stands out for choosing reform despite political cost and public scepticism, Gogu said. He referred to the 2016 justice reform as a structural shift in the relationship between power and law. The reform strengthened independent institutions and reduced reliance on technical adjustments.

Public debate has accompanied the reform process, which Gogu described as part of democratic transformation. Justice cannot develop in secrecy, he said, adding that it depends on public scrutiny and trust.

He stressed that the rule of law remains an ongoing process that requires self-correcting institutions and sustained political will. It also depends on a society that demands accountability even when reforms prove difficult. The opening session marked the start of preparatory activities for the 2027 congress in Tirana, placing Albania within an international debate on justice and democracy.
