Fatmir Xhafaj, chairman of the Special Commission for Citizen Initiatives, Cooperation, and Institutional Oversight, has signed 14 thematic work plans that foresee hearing sessions and parliamentary oversight processes over independent institutions and state agencies, including justice institutions such as SPAK, the High Judicial Council (KLGJ), and the High Prosecutorial Council (KLP).
The analyzed documents are divided into four main components related to the implementation of laws, parliamentary oversight, and interinstitutional coordination on issues of public interest.
The first component foresees the analysis of criminal policy, security measures, and prison overcrowding, as well as the review of due legal process and respect for human rights. These hearings are expected to involve state institutions, non-profit organizations, interest groups, and field experts.
Another focus of the plan concerns civil emergencies and institutional coordination during crises. For this issue, hearings have been planned with the Ministry of Defense, Ministry of Health, Ministry of Agriculture, Ministry of Interior, State Police, the National Civil Protection Agency, and other responsible institutions.
In the field of food safety and European Union standards, analyses will be conducted on control systems and the implementation of relevant standards.
The second component foresees direct oversight of institutions and executive agencies, including the State Cadastre Agency, the Property Treatment Agency, the General Directorate of Prisons, the Internal Control Service, and the Energy Efficiency Agency.
Within the framework of post-legislative parliamentary oversight, the third component includes verification of the implementation of sublegal acts in various sectors such as security, economy, finance, social affairs, and public administration.
This process also involves independent institutions such as the High Judicial Council, the High Prosecutorial Council, the High Inspector of Justice, the Bank of Albania, the High Inspectorate for the Declaration and Audit of Assets and Conflict of Interest (ILDKPI), the Financial Supervisory Authority, AKEP, ERE, and INSTAT.
Meanwhile, the fourth component focuses on interinstitutional dialogue regarding issues of high public interest. One of the main topics is the handling of delays in investigations and court proceedings, with participation expected from the Ministry of Justice, the General Prosecution Office, KLGJ, KLP, the Ombudsman, the National Chamber of Advocacy, and representatives of the justice system.
The plans also foresee discussions on coordinating strategies for the European integration process, with the participation of ministries, integration structures, and independent institutions.
