Tirana hosts regional conference on digital transformation, PM Rama announces cadastral reform

TIRANA, May 26 – Albania hosted a regional conference in Tirana, bringing together Western Balkan countries around a shared vision for digital transformation, legal certainty on property, and European integration.

At the conference, Prime Minister Edi Rama said Albania has opened all negotiation chapters with the European Union. In addition, he said the country now moves into the phase of closing the chapters, following the signal from IBAR.

He stressed the importance of meeting closing benchmarks, including Chapter 23, which covers the judiciary and property rights. Meanwhile, he said new technology has brought major improvements and has helped modernize state processes.

On property issues, Rama said Albania has gone through a complex 35-year transition since the change of the property system. However, he noted that documentation gaps and court decisions have created long-term challenges, which he described as among the most difficult in the transition period.

At the same time, he said technology has enabled faster progress and a more efficient institutional approach to property administration.

He also announced a forthcoming reform of the Cadastre Agency. As a result, he said the reform will merge functions under a single structure to improve efficiency and reduce institutional fragmentation.
