Albania prepares systems for integration with European employment and social security networks

TIRANA, June 3 – Deputy Economy and Innovation Minister Olta Manjani said Albania is continuing preparations under Chapter 2, “Freedom of Movement for Workers.” The chapter forms part of the country’s European Union accession negotiations. Speaking before the Parliamentary Committee on European Affairs and Foreign Affairs, she outlined progress in implementing the national work plan.

Meanwhile, Manjani said Chapter 2 covers the right of European Union citizens to move, work and reside freely within member states. It also covers the coordination of social security systems. She noted that Albania must demonstrate the institutional structures and implementation capacity needed to apply European Union legislation before accession.

In addition, authorities have started reviewing legislation that may contain nationality-based restrictions on access to employment. Institutions are also preparing the operational framework needed to protect the rights of mobile workers. At the same time, discussions continue on amendments to the law on foreigners. The Financial Supervisory Authority is also finalising rules to align private pension legislation with European Union standards.

Manjani said Albania has launched preparations for the Electronic Exchange of Social Security Information system, known as EESSI. Authorities have also begun work related to the European Health Insurance Card. The process includes legal, technical and operational assessments. She stressed that these measures aim to ensure Albania is fully prepared to meet Chapter 2 obligations upon European Union membership.
