Deputy Prime Minister Delina Ibrahimaj stated that the proposed €4 billion investment in Zvërnec could become a major driver of economic growth. She said the project could create jobs, boost tourism, raise service standards, and attract further investment across the country.
In a social media post, Koçiu pointed to neighboring countries and Turkey as examples of how tourism can transform economies. She noted that countries such as Montenegro, Croatia, and Greece have used tourism as a key engine of development.
“This model exists across the Mediterranean,” Koçiu said. “Many countries have strengthened their economies through high-quality tourism and strong investment.”
She argued that Albania now has a real opportunity to compete with other regional destinations. At the same time, she rejected the idea that foreign investment should be viewed as a threat.
According to Koçiu, it is contradictory to demand higher tourism standards and economic benefits while opposing major international investments that can help achieve those goals.
She stressed that sustainable development does not mean damaging the environment or lowering standards. Instead, it means combining environmental protection with modern infrastructure and long-term economic growth.
“True development creates prosperity without compromising the future,” she said.
Koçiu added that successful projects can turn untapped potential into strong economic opportunities that benefit local communities and the wider economy.
She also highlighted what she described as the project’s multiplier effect. According to the deputy prime minister, large-scale investments can stimulate activity in tourism, services, trade, transport, and other sectors.
“This is the type of economic impact Albania needs,” she said. “It can help move the country beyond unplanned and fragmented tourism development.”
Koçiu concluded that the debate goes beyond politics or individual investors. She described it as part of Albania’s broader effort to strengthen its position as a leading tourism destination in the Mediterranean and create opportunities for future generations.
