RTSH annual report: Over 56% of revenue comes from TV fee, third-party liabilities exceed 374 million ALL

TIRANA, June 5 – The Chair of the Steering Council of Albanian Radio and Television (RTSH), Fatjon Hoxhalli, presented the institution’s financial and organisational situation before the Parliamentary Committee on Human Rights and Public Information Media. He outlined revenue sources, financial obligations and investment constraints.

Hoxhalli said the TV licence fee remains RTSH’s main funding source. It generated 56.5% of total revenue in 2025. Meanwhile, state budget financing provides the second main pillar of support.

He said personnel costs and social insurance dominate expenditure. They account for around 54% of total spending. He also said RTSH faced significant liabilities to third parties by the end of 2025. These reached 374 million ALL.

Hoxhalli said most of the debt relates to sports broadcasting rights. He linked the liabilities to optimistic projections for licence fee growth. Meanwhile, he said the financial pressure reduced capital investment.

RTSH completed only 26% of its revised capital investment plan. As a result, the broadcaster delayed key upgrades to its technological infrastructure. He said this created gaps in urgent modernisation needs.

Hoxhalli also pointed to structural problems inside RTSH. He said the current organisational model creates overlapping functions and fragmented processes. He added that these issues reduce efficiency and coordination in institutional management.
