TIRANA, June 15 – Prime Minister Edi Rama said Sazan Island remains state property and is not for sale. He made the statement in a social media post addressing public debate over planned investments in Sazan and Zvërnec.
Rama said the state plans to participate in the Sazan tourism project through an investment partnership. He added that negotiations remain ongoing and no final agreement has been reached. According to him, the island will remain under Albanian state ownership.
Meanwhile, Rama said investors submitted a master plan for a project in Zvërnec to the National Territorial Council in 2024. He noted that the council did not approve the proposal and requested substantial revisions.
The prime minister said investors returned with a revised draft master plan in March 2026. He added that the council approved a development permit, but not a construction permit. According to Rama, the permit allows preparatory procedures and project documentation to continue.
In addition, Rama said the project must undergo a Detailed Environmental Impact Assessment before authorities can review any application for a construction permit.
The prime minister also said the investment area in Zvërnec consists of privately owned land registered in the cadastral system. He added that ongoing ownership disputes remain before the courts and do not prevent legal transactions involving registered property owners.
Rama rejected claims that authorities changed the protected status of the Pishë Poro-Narta area to facilitate the project. He said the area has retained its protected landscape status since 2004.
According to Rama, authorities are still awaiting additional technical documentation, environmental studies and permit procedures before any further decisions on the project.
