PM Rama: Albania must address three problems in state-citizen relations

TIRANA, September 3 – Prime Minister Edi Rama said Albania must address three major problems in the relationship between citizens and the state, describing “Pasqyrë Albania” (Dashboard Albania) and the “Merit Scale” as part of that effort.

Speaking to the parliamentary group of the Socialist Party and the government cabinet, Rama said the new state communication system should form part of a broader reform rather than simply add new digital platforms.

He identified the first problem as a “labyrinth state”, where citizens do not know which institution should respond to their concerns. The second is a lack of institutional memory, which makes it difficult to track commitments, decisions and delays.

Rama described the third problem as citizens’ perception that personal connections can matter more than merit when seeking public services, jobs or opportunities. He said this can undermine confidence in the fairness of the system.

Meanwhile, Rama presented “Pasqyrë Albania” (Dashboard Albania) as a technology-based platform that could allow citizens to monitor state institutions, ask questions and seek support. He said artificial intelligence could play a role in developing this new form of interaction.

Rama said the broader reform would also address how institutions identify problems, respond to citizens, keep commitments and ensure that merit guides access to public-service opportunities.
