Economy and Innovation Minister Delina Ibrahimaj said Albania is entering a new chapter in housing policy as she presented the National Housing Programme for Albania 2030.
Ibrahimaj said the government has focused on supporting vulnerable groups since 2018. Around 30,000 families have received support through various housing programmes, while around 100,000 people have benefited from housing subsidies.
“The government has viewed housing as a policy aimed at supporting vulnerable groups. Since 2018, around 30,000 families have received support, while around 100,000 people have benefited from subsidy schemes,” Ibrahimaj said.
She said the government has provided 7,290 subsidized loans, supported rent payments for 14,512 families and built 1,058 social housing units. It has also improved housing conditions for 6,078 families across the country.
Ibrahimaj also outlined new support measures. In 2026, the government opened 300 zero-interest loan quotas for public administration employees. Meanwhile, municipalities continue to distribute 2,000 subsidized loans approved last year at a reduced interest rate of 3%.
The Municipality of Tirana has also opened a call for 1,500 additional subsidized loan quotas.
Ibrahimaj also announced the winners of the programme to improve housing conditions. Thirty-three municipalities applied, with 26 selected as beneficiaries.
The government will allocate 700 million lek to improve housing conditions for 663 families across the country.
