The government is expected to take a new approach to housing. The new National Housing Program provides for six new schemes, focusing on young families and young people who face difficulties in securing a home.
During the presentation, Prime Minister Edi Rama said that the program is not simply a financial scheme, but the embodiment of a structural reform aimed at addressing the growing difficulties young families and young people face in securing housing.
The Prime Minister announced that the reform will be based on six new programs, with the social rental housing program being the first to be implemented.
According to Rama, the scheme will expand beyond the traditional model of constructing new housing. Several instruments will be used to secure the stock of social housing, including the direct purchase of homes on the market, the conversion of state-owned or confiscated properties, rent subsidies, and public-private partnerships.
“Providing social housing for rent will become a more comprehensive program. These housing units will include new construction, direct purchases from the market, and the conversion of state-owned or confiscated properties,” Rama said.
He also stressed that properties confiscated due to violations of construction permits could be used as part of the new housing program.
Rama described housing as a problem affecting not only Albania but also other European countries, arguing that rising costs and difficulties in securing a home have changed the way young people view their future.
According to the Prime Minister, the draft reform is already being prepared and is expected to undergo public consultation soon before being submitted to Parliament.
“Following a year of intensive work, the conditions are now in place to make public the main pillars of the new National Housing Program,” Rama said, adding that the aim is “to change the approach to this very important issue.”
The new program is expected to address housing needs in an integrated manner through six programs that the government intends to implement as part of a comprehensive reform of the sector.
