Albania adopts national plan for persons with disabilities 2026–2030 worth over ALL 7.6 billion and 68 priority measures

TIRANA, June 11 – The Council of Ministers has approved the National Action Plan for Persons with Disabilities 2026–2030. The document defines the policy framework for rights protection, social inclusion and independent living for persons with disabilities over the next five years.

The Ministry of Health and Social Welfare prepared the plan in cooperation with public institutions, organisations of persons with disabilities, civil society and international partners. The strategy reflects a commitment to a more inclusive, accessible and equitable society.

In line with international standards, the plan follows the United Nations Convention on the Rights of Persons with Disabilities. It also aligns with the 2030 Agenda for Sustainable Development and the European Union Disability Strategy 2021–2030. The framework prioritises full rights, equal participation and independent living in public, economic and social life.

The document sets 28 objectives, 68 priority measures and 283 funded interventions for 2026–2030. Total financing reaches around ALL 7.6 billion.
At the core of the strategy lies a shift from financial assistance toward full social, economic and institutional inclusion. Accordingly, the plan expands community-based services and strengthens rehabilitation systems. It also advances inclusive education, assistive technologies, employment access and accessible infrastructure.

In this context, community services receive further expansion across the country. Independent living support strengthens for persons leaving development centres. Transition planning becomes personalised for each beneficiary. Meanwhile, national mapping identifies individuals at risk of institutionalisation. Social service financing increases under the new framework. Access to assistive devices improves alongside upgraded data systems.

At the same time, healthcare services expand nationwide. Mental health provision strengthens as part of the same approach. Rehabilitation systems develop further in parallel with these reforms. In addition, inclusive education and vocational training modernise and link more closely with labour market needs.
The government presents the plan as part of broader reforms aimed at strengthening support for persons with disabilities and their caregivers.
