Albania rises to 48th place in global tax transparency index

TIRANA, May 28 – Albania improved its position in the Global Tax Expenditures Transparency Index, an international ranking that measures transparency and reporting quality in tax expenditures.

Finance Minister Petrit Malaj said Albania ranked 48th among 116 countries with 51.73 points out of 100. He said the country previously ranked 74th. Meanwhile, Malaj said the result confirms Albania’s commitment to stronger fiscal transparency and improved public finance governance. According to the Finance Ministry, the improvement reflects progress in tax expenditure reporting and public finance management.

The index measures transparency in tax exemptions, incentives and other fiscal relief measures that affect state budget revenues. It evaluates countries in areas such as public access to information, institutional framework, reporting methodology and assessment of fiscal impact.

At the same time, the updated GTETI v2.1 methodology introduced stricter reporting standards in May 2026. The revision increased focus on reporting quality, fiscal impact analysis and public transparency. The ministry said the changes make Albania’s result more significant in international comparison. Finally, the Finance Ministry described the ranking as a positive indicator of reforms in fiscal administration and public accountability.
