Proposed law expands powers over seized and confiscated assets

The Parliamentary Committee on Internal Affairs and Defence reviewed proposed amendments to the law on managing seized and confiscated assets. Deputy Interior Minister Xhemal Qefalia presented the bill.

The amendments would extend management rules to assets seized or confiscated by central and local government bodies, including illegal buildings. They would also address cryptocurrencies and rising numbers of seizure and confiscation decisions.

Qefalia said the changes aim to improve asset management, shorten administrative deadlines and increase state revenue. The government also wants to put these assets to social and institutional use. The bill would strengthen coordination between justice bodies and administrative institutions.

The proposal forms part of a broader legal reform. It seeks clearer rules for seizure, confiscation and management, while protecting the public interest and crime victims. Bill rapporteur Agron Malaj stressed the need to improve the entire process, from safeguarding and managing assets to selling them and using their value for public benefit.
