Interior Minister Ervin Demo described the territorial reform as a means of creating stronger municipalities, improving public services and bringing institutions closer to citizens.
In a post on his Facebook page, Demo stated that “our goal is to establish local government with greater autonomy, but also greater responsibility for the quality of services provided to citizens.”

The territorial reform has a clear objective: stronger municipalities, better services and institutions closer to citizens. Its success will be measured not only by institutional changes but, above all, by tangible improvements in the daily lives of every community.
The territorial reform must be accompanied by a clear decentralisation process to build stronger, more functional municipalities that are closer to citizens.
We have important work ahead of us, beginning with a detailed analysis of the functions and responsibilities of municipalities: what works, what needs improvement, which powers should be strengthened and which services can be delivered more effectively at the local level.
Decentralisation is not simply about transferring powers. It must be accompanied by financial resources, administrative capacity and clear accountability mechanisms.
Our goal is to establish local government with greater autonomy, but also greater responsibility for the quality of services provided to citizens.
The success of the reform will not be measured by the number of municipalities or changes to the map, but by what genuinely improves in the lives of citizens.
