Justice Ministry outlines proposed amendments on protest violence and legal aid for minors

Deputy Justice Minister Elona Hoxha outlined six proposed legal instruments to prevent violence during protests, property damage and threats to public order. Speaking to Vizion Plus, she said the package aims to protect citizens and institutions while safeguarding the right to peaceful protest.

The proposed Criminal Code amendments would penalise violence at rallies, carrying weapons or dangerous objects, and concealing faces when violence occurs or poses a concrete risk. Carrying weapons or dangerous objects could bring up to two years in prison. Concealing one’s face could result in a fine or up to six months in prison. Exceptions would apply for health, religious or professional reasons, and to people who uncover their faces when police order them to do so. The package also addresses incitement to violence on social media, online threats and harassment, and the abusive use of artificial intelligence. Hoxha stressed that peaceful protest remains a fundamental right, but offenders must face legal consequences and pay for damage they cause.

Hoxha also highlighted protections for minors taken to police stations. The Justice Ministry has provided police stations and courts with a list of lawyers who can assist minors and students. People who cannot afford legal services can call 0800 10 10 for free legal advice. She said the ministry works with other institutions to protect children and ensure access to legal assistance. Families, schools and public authorities must prevent children from exposure to violent clashes or exploitation in political conflicts.
