Kosovo and European Commission Review EU Support and Reform Progress

Kosovo and the European Commission held the annual meeting of the Instrument for Pre-Accession Assistance (IPA) Monitoring Committee.

The meeting focused on the implementation of EU financial and technical support for Kosovo. In addition, participants reviewed reforms that support Kosovo’s path toward European integration.

Since 2007, the European Union has provided assistance through the IPA programme. Furthermore, the EU strengthened this support in 2024 through the Growth Plan for the Western Balkans. As a result, IPA remains one of the EU’s main tools for supporting Kosovo’s development.

Florim Canolli and Jiri Plecity co-chaired the meeting in Pristina. Meanwhile, participants discussed key political and economic reforms and reviewed progress across several sectors linked to EU integration.

Furthermore, the discussions focused on the rule of law, public administration reform, structural reforms, private sector development, human capital, and social inclusion. The meeting also examined EU-funded investments in Kosovo through the Western Balkans Investment Framework and Cross-Border Cooperation programmes.

Both sides stressed the importance of effective implementation, monitoring, and follow-up of EU-funded projects. Moreover, the European Commission welcomed Kosovo’s efforts to strengthen its capacity to absorb EU funds and improve donor coordination.

At the same time, the Commission praised the progress achieved through IPA assistance. However, it emphasized the need to complete all agreed projects on time. This would ensure that EU support delivers tangible benefits to citizens and businesses.

In addition, EU officials noted that some challenging projects require immediate action from the relevant authorities. Therefore, they called for faster implementation to advance reforms essential to Kosovo’s European path.

For its part, Kosovo reaffirmed its commitment to closely monitor project implementation and continue carrying out EU-backed reforms. Finally, Kosovo and the European Commission agreed to further strengthen cooperation. Their goal is to maximize the impact of IPA assistance and ensure the most effective implementation of reforms.

According to the joint statement, the European Union has invested more than €3.7 billion in Kosovo since 1999. Consequently, the EU remains Kosovo’s largest provider of financial assistance and its most important development partner.
