Toni Gogu stated that the IBAR process has made significant progress, emphasizing that the report has now moved from the technical level to the group of ambassadors of the European Union member states.
In a statement to the media, Gogu announced that COELA has forwarded Albania’s IBAR report to COREPER, describing this as a positive step in Albania’s European integration process.
He said that over the last 18 months, 70 institutions have been coordinated and more than 8,000 pages of documentation have been submitted as part of the process.
“Over the last 18 months, 70 institutions have been coordinated and more than eight thousand pages of documentation have been submitted. IBAR has now moved from the working group to the group of ambassadors of the European Union member states. This shows that the process is moving forward, with factual and institutional support for every measure on our side. I believe that, at the end of the day, this report, which has assessed our measures, is connected to the results we want to continue seeing from the justice system,” Gogu declared.
The minister also addressed the results of a regional survey on justice reform, according to which Albania received three positive evaluations and one negative one related to the backlog of cases within the system.
“The quality of reforms is evaluated in that report. Regarding the justice system and the backlog, yesterday we presented a regional survey which clearly shows the progress of justice reform in Albania. Citizens’ trust has doubled to 53%; the independence of the system has increased by 30%; the reform itself is perceived positively, while negative perception has declined. The negative figure is related to the backlog, because citizens see the system as financially difficult to access. We are seeing the first positive signs of reversing trends in the system and reducing pending cases,” he said.
Gogu also announced the three strategic priorities of the Ministry of Justice of Albania, which he described as key to Albania’s European integration.
“Together with the ministry’s leadership team, we have established three strategic priorities. The first is strengthening procedural guarantees and human rights within the justice process; the second is increasing the efficiency of the judicial system; and the third is improving citizens’ access to the justice system,” the minister stated.
