Minister Ibrahimaj: Albania to make 7,000 apartments available under new housing fund

Economy and Innovation Minister Delina Ibrahimaj has announced a new National Housing Fund to support not only vulnerable groups, but also professionals, young people and newly formed families.

Speaking after a government meeting, Ibrahimaj said the programme will make 7,000 apartments available. Around 2,000 will be offered through interest-free loans for homes worth up to €60,000. A dedicated fund will cover interest rates of 0% and 3%, combining state and municipal funding with other credit mechanisms.

The reform also introduces new housing support for young families, including those with one or more children.

Ibrahimaj said the government will also subsidize rent for 3,000 apartments. In addition, it will begin building new residential blocks under a three-part model. Thirty percent of the homes will target vulnerable groups, 40% will provide affordable housing, and the remaining 30% will be sold on the open market.

The package will also include a housing programme for older people.

The legal package is expected to be approved in early October. Calls will open later this year, while beneficiaries are expected to be announced in early 2027.
