Minister of Infrastructure and Energy Enea Karakaçi said Albania aligns its communication networks with EU standards. Moreover, he stressed a clear goal: modern fiber networks to end users and 5G coverage by 2030.
He spoke at an event on underground urban infrastructure. In addition, he focused on removing overhead cables that damage city views. He explained a key target. Users will access a gigabit network up to the final connection point. Karakaçi said Albania aims to build a gigabit society. As a result, citizens and businesses will get fast internet nationwide. Furthermore, he said the government already built a full legal framework. Law 54/2014 aligns with EU communication rules. It supports high-capacity networks above 100 Mbps.
Also, Law 120/2016 reduces costs. It speeds up digital infrastructure work. It uses simpler procedures and the “dig once” rule. He also mentioned updated construction permit rules. These rules simplify telecom maintenance. They follow EU practices.
In addition, he announced a new Gigabit Infrastructure Law. The ministry prepared it with stakeholders. It now waits for EU approval. He said the draft went to municipalities in May 2026. He also highlighted funding gaps in rural areas. Some zones lack broadband. Operators avoid them due to low profit.
Therefore, Albania secured a WBIF project worth €110 million. The EU provides €35 million in grants. The project expands broadband in “white zones.”Moreover, he said the ministry supports municipalities. It helps them build capacity for broadband projects. It also promotes the “dig once” principle.
Finally, Karakaçi stressed stronger cooperation between institutions. He called for faster permits and clear rules. Consequently, Albania aims to build a full gigabit society and expand digital services nationwide.
