Montenegro Rejects Vučić’s Claims of Waging a Hybrid War Against Serbia

Montenegro’s Ministry of Foreign Affairs has dismissed as unfounded allegations that Podgorica is conducting a hybrid war against Serbia, stating that such claims reflect the unwillingness of certain political structures in Belgrade to accept Montenegro as a sovereign state.

The reaction came after Serbian President Aleksandar Vučić claimed that Montenegro and its media outlets were participating in hybrid actions against Serbia.

In a statement published on X, Montenegro’s Foreign Ministry said that repeated statements from the neighboring country demonstrate the reluctance of some political actors to recognize Montenegro as a sovereign and equal state, rather than as a territory that should return to what it described as “imagined political centers.”

The ministry added that such statements tend to intensify whenever Montenegro makes progress toward membership in the European Union or when elections are approaching.

“We leave it to the public to judge whether such statements should be viewed as the beginning of new disinformation campaigns and political pressure, or as attempts to divert attention from problems that have nothing to do with Montenegro,” the statement said.

Montenegro’s Foreign Ministry also emphasized that the country’s decision to restore its independence is final, democratic, and internationally verified through a referendum. It added that Montenegro seeks the best possible relations with all its neighbors, including Serbia.

However, the ministry stressed that such relations can only be built on mutual respect and acceptance of reality, rejecting any suggestion that Montenegro had taken territory from anyone.

Serbian Diplomacy: Certain Circles in Montenegro Are Acting in a Hybrid Manner Against Serbia

Serbia’s Ministry of Foreign Affairs responded by saying that Montenegro’s reaction constitutes “confirmation of the hybrid nature of the actions of certain circles in Montenegro toward political life in Serbia.”

The Serbian ministry argued that harsh public accusations and attempts to silence the opposing side represent inappropriate efforts to influence Serbia’s internal affairs. It added that it would be far more beneficial for bilateral relations if all outstanding issues were resolved through institutional dialogue and diplomatic channels.

“Serbia has no claims against Montenegro and does not question its statehood, but its representatives have the right to point out phenomena that undermine good-neighborly relations and contribute to a continuous atmosphere in which Serbia is portrayed as a problem and used as an excuse for internal political failures,” the statement said.

Official Belgrade also called for joint efforts on issues of common interest to citizens, including economic cooperation, infrastructure connectivity, and strengthening mutual trust.

The statement further noted that Serbia will continue to pursue a responsible policy toward Podgorica but expects the same level of respect and consideration in return.

Vučić: “This Is a Real Hybrid War”

Speaking to Serbian broadcaster Prva TV on June 14, President Aleksandar Vučić stated that “media outlets in Montenegro played a significant role in the color revolution in Serbia, while Montenegro is conducting a hybrid war against Serbia.”

Asked how he views the current situation in Montenegro, Vučić replied that it is “their [Montenegrin] issue,” but added that “the only thing I can speak about is Montenegro’s relationship with Serbia.”
