Prime Minister and Socialist Party leader Edi Rama said that no request for strategic investor status has been submitted for the Zvërnec project.
Speaking at the Socialist Party’s 35th anniversary event in Vlora, Rama rejected criticism of strategic investments. He said that when his government took office, Vlora lacked major development projects and faced serious infrastructure problems.
Furthermore, Rama addressed concerns over the Mountain Package initiative. He explained that the scheme aims to help families invest in inherited land that lacks formal ownership documents.
According to Rama, local residents can present investment plans, publish ownership claims, and proceed only if there are no competing claims. As a result, they can develop farms, agritourism businesses, and rural guesthouses.
In addition, Rama criticized calls to cancel the Mountain Package. He argued that the initiative creates economic opportunities and encourages investment in rural areas.
He also dismissed claims that foreign interests or migrants are linked to the Zvërnec project. Rama said misleading information and manipulated images have fueled public concern.
Meanwhile, he stressed that Albania’s priority remains European Union membership. He reiterated that the government aims to complete EU accession negotiations by the end of 2027 and join the bloc by 2030.
Finally, Rama defended the planned development in Zvërnec. He said internationally recognized engineers and architects are working on the project. He added that proposals submitted so far have faced strict review standards.
According to Rama, the future investment could transform Vlora into a leading tourism destination. He said the project would enhance the area’s natural attractions while creating new economic opportunities for the region.
