Prime Minister Edi Rama spoke at a regional conference titled “From Property to Progress.” He addressed property reform challenges and Albania’s path toward EU membership.
He said digital transformation is a major benefit for Albania. It helps the country move forward faster. It also helps improve how the future is managed.
Rama explained that property rights remain a major challenge. He said Albania faced a unique situation after communism ended. The country moved from state ownership to private ownership very quickly.
He added that this transition weakened control over land. It also created long-term legal problems. He said no other country in the region faced such pressure on property rights.
Rama also said the property archive collapsed in 1990. He said this created a wave of falsified ownership claims. As a result, institutions had to resolve many overlapping disputes.
He noted that this process has been difficult and slow. It has required many legal compromises over time.
Rama said some courts still use outdated laws. This creates problems for the new legal framework. It also increases pressure on public finances.
He explained that the government worked with international partners. The European Court of Human Rights approved the new legal approach.
However, he said challenges still remain. He stressed that reforms are not fully complete.
Rama also highlighted the role of technology. He said artificial intelligence can help public administration. But it depends on accurate data.
Finally, he said EU integration is a difficult process. He called it the hardest reform effort for the country. He added that digitization and blockchain will help improve property records and reduce abuse.
