Housing will be one of the key priorities of the government’s “Rilindja 2.0” programme. Prime Minister Edi Rama has presented the new National Housing Programme, which aims to reshape the state’s approach to housing, particularly for young people and families.
Rama said the programme follows a year of intensive work and has now been drafted into a law. It will soon undergo public consultation before being submitted to Parliament.
The programme introduces six new housing schemes. These include social housing for rent, affordable housing through subsidized loans, and the improvement of existing homes for vulnerable groups.
The fourth scheme will focus on developing new residential areas for all sections of society. Meanwhile, the fifth will provide temporary housing for families affected by floods, fires and earthquakes.
The sixth scheme will provide specially adapted homes for people with disabilities.
Rama said the government would use a range of instruments to expand the housing supply. These include new construction, property purchases, the conversion of state-owned or confiscated buildings, and public-private partnerships.
The government plans to launch the new housing development scheme in Tirana soon. It is also considering other areas across the country.
