TIRANA, June 17 – The Venice Commission published its opinion on Albania’s draft law on political party financing. It described the reform as an important step toward modernizing the political finance system. At the same time, it called for further improvements to ensure legal clarity, proportionality, and effective implementation.
The Commission noted that the draft forms part of Albania’s European Union integration process and addresses international recommendations. It said the proposal aims to create a comprehensive framework for the financing, administration, oversight, and transparency of party income and expenditure.
One of the most positively assessed elements is the electronic platform for real-time financial reporting. According to the opinion, the system could reduce delays, improve standardization, and strengthen public oversight. However, the Commission stressed that the law itself should define key safeguards for data protection and system operation.
Meanwhile, the opinion questioned plans to remove reporting obligations to the Central Election Commission after parties begin using the platform. It recommended maintaining reporting and publication requirements.
The Commission also called for closer alignment between the draft law and the Electoral Code. In addition, it urged lawmakers to clarify rules on funding sources, loans, sponsorships, and foreign donations.
Regarding public funding, the opinion warned that the proposed allocation formula could favor larger parties. As a result, it recommended reviewing the mechanism to support political pluralism and improve access for smaller parties.
The Commission concluded that the reform strengthens transparency and accountability, but urged Albanian authorities to refine the draft and ensure a coherent legal framework.
