The Venice Commission has announced that the Speaker of the Albanian Parliament, Niko Peleshi, has officially submitted a request for an opinion on the draft law “On the Financing of Political Parties.”
According to the announcement, through a letter dated April 27, 2026, Peleshi requested the assessment of the Venice Commission regarding the draft law, which aims to regulate the legal framework governing the financing of political entities in Albania.
The draft opinion is expected to be discussed and adopted during the 147th Plenary Session of the Venice Commission, scheduled to take place on June 12–13, 2026.
This process forms part of a joint opinion between the Venice Commission and the Directorate General for Human Rights and Rule of Law (DGI) of the Council of Europe concerning the draft law “On the Financing of Political Parties.”
Meanwhile, the draft law regulating the financing of political parties outside electoral periods was presented this Tuesday in the Parliamentary Special Committee on Electoral Reform.
One of the key provisions of the draft law is Article 7, which introduces a complete ban on certain categories of individuals or entities from providing financial or material assistance to political parties.
The draft law also establishes restrictions on donations and the methods through which they can be made:
- Any donation exceeding 500,000 lek must be conducted exclusively through the banking system;
- Albanian citizens may donate up to 200,000 lek per year;
- Individuals registered under tax legislation may donate up to 500,000 lek;
- Legal entities may donate up to 1 million lek per calendar year.
