Head of the High Inspector of Justice: Prosecutors Must Be Protected from Interference, but Held Accountable for Professional or Ethical Violations

The High Inspector of Justice, Artur Metani, accompanied by Deputy High Inspector of Justice Elena Pelushi, hosted a meeting this Wednesday with representatives of the Association of Prosecutors of Albania, led by prosecutor Gëzim Spahiu.

Spahiu informed Metani about the objectives of the association, established in December 2025, with the aim of creating a stable and organized structure that will serve as a reference point for important developments, challenges, and issues related to the status and role of prosecutors in the Republic of Albania.

The meeting also emphasized the importance of prosecutorial independence as a fundamental pillar of the rule of law and democratic governance. It was stated that prosecutors must carry out their duties free from unlawful influence while fully respecting the Constitution and the laws in force, since an independent prosecutor strengthens public trust in justice and equality before the law.

At the same time, the discussion highlighted that independence must go hand in hand with responsibility, professionalism, integrity, and accountability toward citizens and institutions.

Metani pointed out that maintaining a balance between independence and accountability is essential.

“Prosecutors must be protected from unfair interference, but at the same time they must be held accountable for professional or ethical violations. Only through this balance can a trustworthy, transparent justice system that serves the public interest be built,” he stated.

During the discussion, special attention was also given to the importance of preserving and increasing public trust in the justice system. Both parties agreed that public confidence is strengthened through impartial investigations, consistent application of the law, institutional transparency, and effective communication with the public.

The participants committed to continuing constructive dialogue and cooperation on issues that contribute to strengthening the justice system and advancing the public interest.
