In his first conference after taking office, Minister of Justice Toni Gogu declared that the justice reform has now entered a phase of concrete and tangible results for citizens.

Speaking about the judicial system and the backlog of cases, Gogu emphasized that public trust in the justice system has doubled, rising from 26% to 53%, while positive perceptions of the reform have increased from 34% to 56%. According to him, negative perceptions have fallen from 38% to 17%.

However, the minister acknowledged that the main challenge remains the large number of pending cases and the financial burden on citizens.

According to statistics from the Ministry of Justice of Albania, there are currently more than 137,000 pending cases, although the minister said the trend has started to decline. He cited the Supreme Court of Albania as an example, stating that it has reduced its backlog by 60% over the last five years and by 24% in the past year alone.

“72% of Albanian citizens see the system as financially difficult to afford. We are seeing the first positive signs of reversing trends in the system and reducing the backlog of pending cases.

Out of the 137,101 cases recorded by the Ministry of Justice statistics, the trend is beginning to decline. The reduction may still be modest at 2%, but we have a successful model in the Supreme Court, which has achieved an impressive 60% reduction over five years, and 24% in the last year alone,” he stated.
