Jaupaj: Water Agency Transfer Aligns Albania With EU Standards

Environment Minister Sofjan Jaupaj presented a draft law in parliament to transfer the Water Resources Management Agency (AMBU) under the authority of the Ministry of Environment.

The agency currently operates under the Prime Minister’s office.

Jaupaj said the changes follow recommendations from the 2025 SIGMA report on strengthening governance in Albania. He stressed that water resource management directly relates to environmental policy.

According to the minister, the reform will improve institutional coordination and bring Albania closer to European Union standards for water management.

He said the new structure follows EU rules that treat water as an ecological and environmental issue.

Jaupaj also underlined the importance of the reform for Albania’s EU integration process. He noted that water management forms part of Chapter 27 of EU negotiations, which the Ministry of Environment leads.

The draft law introduces changes in institutional responsibilities, water resource administration procedures and the ministry’s role in drafting and implementing water management policies.
