Albanian asset recovery agency studies French practices in Paris visit

TIRANA, June 10 – A delegation from the Agency for the Administration of Seized and Confiscated Assets (AAPSK) and the Asset Recovery Office visited Paris on June 9–10, 2026. The delegation was led by AAPSK Chief Administrator Risena Xhaja.

The visit took place under the Council of Europe project “Strengthening the Public Sector Resilience against Corruption in Albania”. The project is co-financed by the Swiss Agency for Development and Cooperation and the Council of Europe.

The delegation met representatives of the French Agency for the Management and Recovery of Seized and Confiscated Assets (AGRASC). The French institution manages assets linked to criminal activity.

Discussions focused on asset management practices. These included real estate administration, company management under seizure, and handling of financial accounts and funds. The talks also covered interim sales, temporary use of seized assets, and the management of virtual and digital assets.

In addition, the meetings addressed statistical data collection in asset recovery. They also covered national and international cooperation on tracing, seizure, and administration of assets.

The Albanian delegation also met officials from the Service des Domaines under the French Ministry of Economy and Finance, the Caisse des Dépôts et Consignations, and the National Platform for Criminal Asset Identification (PIAC). The discussions focused on institutional mechanisms for managing seized and confiscated assets in France.

Xhaja said the exchange strengthens institutional capacity in Albania. She added that the French model supports the development of better asset management practices.

The visit also explored new areas of cooperation. Both sides discussed ways to improve efficiency in asset recovery and to strengthen the fight against corruption and organised crime.
