TIRANA, June 17 – Kosova and the European Commission held the annual meeting of the Instrument for Pre-Accession Assistance (IPA) Monitoring Committee. Participants reviewed the implementation of European Union financial and technical support for Kosova. They also discussed reforms that support Kosova’s European integration path.
The European Union has provided IPA assistance since 2007. Meanwhile, the European Union Growth Plan for the Western Balkans strengthened that support in 2024. The programme remains one of the European Union’s main instruments for supporting Kosova’s development.
National IPA Coordinator Florim Canolli and Jiri Plecity, Head of the Serbia and Kosova Unit at the European Commission’s Directorate-General for Enlargement and Eastern Neighbourhood, co-chaired the meeting in Prishtina.
According to a joint statement, participants reviewed horizontal challenges and overall progress in implementing European Union support across sectors. Discussions covered political and economic criteria for European Union integration. In addition, both sides focused on the rule of law, public administration reform, structural reforms, private sector development, human capital and inclusive society.
The meeting also reviewed European Union investments in Kosova through the Western Balkans Investment Framework and Cross-Border Cooperation programmes. Meanwhile, both sides stressed the importance of effective implementation, monitoring and follow-up of European Union assistance.
The European Commission welcomed the government’s commitment to strengthening Kosova’s absorption capacity and improving donor coordination. It also highlighted the need for timely implementation of agreed projects to ensure tangible benefits for citizens and businesses. However, the Commission noted that some challenging projects require immediate action from the relevant authorities.
Kosova reaffirmed its commitment to closely monitor project implementation and continue reforms supported by the European Union. At the same time, both sides agreed to strengthen cooperation to maximise the impact of IPA assistance.
The joint statement noted that the European Union has invested more than 3.7 billion euros in Kosova since 1999, making it the country’s largest provider of financial assistance.
