Albanian legal scholar Luan Omari dies at 101

Albania has lost one of its most distinguished legal scholars. Academician Luan Omari, a founding member of the Academy of Sciences of Albania, died on October 29, 2026, at the age of 101.

Omari devoted his life to legal research, education and the development of Albania’s constitutional system. Through his work, he helped shape the country’s legal thinking and strengthen its academic tradition.

Born in Tirana on June 10, 1925, Omari studied law in Belgrade and Sofia. He later joined the Higher Institute of Law as a lecturer in public law and served as dean of the Faculty of Law at the University of Tirana for nearly two decades. He also taught public law and the theory of the state and law.

Beyond the university, Omari contributed to Albania’s constitutional development. He took part in debates on the country’s Constitution and constitutional legislation after the 1990s political changes. He also represented Albania at the Venice Commission of the Council of Europe, where he brought his expertise to European discussions on democracy and constitutional law.

Omari authored numerous studies and books on Albanian legal history, public law and constitutional law. At the same time, he trained generations of lawyers and scholars who later took on important roles in the country’s legal and academic institutions.

His contribution earned him major national honours. In 2020, the President of Albania awarded him the “Gjergj Kastrioti Skënderbeu” Decoration. Four years earlier, the Academy of Sciences had presented him with its Academic Career Award.

Omari also served as the Academy’s scientific secretary and vice-president. His work left a lasting mark on Albania’s academic and intellectual life.

The Academy of Sciences has expressed its deepest condolences to his family, friends, colleagues and the wider scientific community.

Tributes will take place on October 30 at the Academy of Sciences in Tirana. A solemn academic ceremony will begin at 10:00 in the Aleks Buda Hall, followed by tributes from 11:00 to 13:00. Academy President Skënder Gjinushi will deliver the farewell address at 13:00.

Omari leaves behind a lasting legacy in Albanian law, constitutional thought and higher education.
