Eighth Intergovernmental Conference, Minister Hoxha: Albania Is Earning Its Path Toward the EU on Merit

The Minister for Europe and Foreign Affairs, Ferit Hoxha, reacted following the Eighth Intergovernmental Conference on the European Union membership process, describing Albania’s progress as the result of reforms and merit.

In a post on the social media platform X, he emphasized that the country had gone from having no chapters opened in 2024 to opening all 33 chapters during 2025, adding that Albania is approaching the final stage of European integration.

The minister also expressed gratitude to all Member States for their support, underlining that this partnership is making Albania’s journey toward the EU possible.

“The Enlargement Wall – Change is coming.

On October 14, 2024, everything for Albania was red. Not a single chapter had been opened.

Eleven months later, on November 17, 2025, everything on the enlargement wall turned yellow. All 33 chapters were opened.

After the 8th Intergovernmental Conference on #IBAR held yesterday, the biggest test so far in our accelerated accession process, the colors are beginning to change again. They will soon start turning green — the final phase — before becoming ‘blue’ by 2030.

We know this very well: Albania’s path toward EU membership is credible only when it is earned, merit-based, founded on real transformation, and guided by a truly European mindset. That is exactly what we are doing.

What once seemed distant, unreachable, or even impossible for many people is now becoming reality: step by step, reform by reform, commitment by commitment, every day, together with our partners.
