Mirela Kumbaro says the European Commission has approved the draft law for the creation of the Education Services Agency.
The discussion takes place in the Parliamentary Committee on Education, Science and Sports, where lawmakers debate the proposed legislation. Committee chair Luçiano Boçi raises concerns about transparency, autonomy, and possible conflicts of interest in the new model.
Boçi argues that the agency combines several functions that are usually separated in EU countries, such as diploma recognition, licensing, and examinations. He questions whether the structure aligns with European standards and safeguards institutional independence.
Kumbaro responds that all draft laws linked to EU negotiation chapters are sent to the European Commission for review. She says the Commission has confirmed that it has no objections after reviewing the draft and exchanging comments.
She explains that the proposal passed through the national EU negotiation filter and received approval before reaching Parliament. Kumbaro adds that the reform is part of efforts to align with EU requirements under Chapter 26 on education.
She also states that this chapter could become the first to close in Albania’s EU accession process.
