Ministry of Health and Social Protection launches National Agenda for Children Rights 2027–2030

TIRANA, June 1 – The Ministry of Health and Social Protection, together with national and international partners, launched the National Agenda for Children Rights 2027–2030 on World Children’s Day. The document sets a strategic framework to strengthen child protection systems and expand children’s rights in Albania.

Minister Evis Sala presented the agenda at a dedicated event. She called for a more inclusive approach to childhood. She placed emphasis on safety, well-being and healthy development.

Sala said no child should grow up in fear. She said no child should feel excluded. She also said no child should be left behind. She described the agenda as a commitment to stronger protection, better mental health support and improved online safety for children.

The agenda carries the slogan “Safe, Protected, Heard Children”. It focuses on children’s needs, well-being and participation. It also promotes socio-health education and healthier lifestyles.

The document strengthens cooperation between public institutions, civil society and communities. It aims to create safer and more inclusive environments for children. It also promotes shared responsibility to listen to children’s voices and ensure healthy nutrition and full development. It highlights protection from violence, abuse, bullying, discrimination and exploitation, including in digital spaces.

Meanwhile, national child welfare programmes continued during January–March 2026. 19,218 children received vision screening services. 94,782 children benefited from dental care programmes. 2,940 girls and 1,343 boys received HPV vaccination.

During the same period, the ALO 116-111 counselling line handled 138 children. It referred 20 cases for further support.

Institutional care figures also declined. Children in residential public institutions fell from 246 in 2021 to 199 at the end of 2025, reflecting expanded alternative services and improved prevention mechanisms.
