Public Administration Reform advances, minister reports progress to parliament

TIRANA, June 10 – State Minister for Public Administration and Anti-Corruption Adea Pirdeni reported to the Parliamentary Committee on Legal Affairs and Public Administration on the 2025 annual performance report of the Department of Public Administration.

Pirdeni said the report comes shortly after the European Union’s 27 member states approved Albania’s assessment of interim benchmarks. She noted that the evaluation gave positive marks to Albania’s negotiation process and public administration reform. In addition, she said the assessment confirmed satisfactory progress under the first negotiation cluster.

Meanwhile, Pirdeni highlighted the adoption of the 2025-2027 Public Administration Reform Strategy. She said institutions monitored 57 measures and 119 activities during 2025. According to the report, implementation exceeded 72%. The government also advanced strategic planning, policy coordination, civil service reform, digitalisation and public administration modernisation.

At the same time, the minister reported improvements in administrative standards and accountability. Disciplinary measures fell by 33.3% from 2024. Cases of dismissal due to disciplinary action dropped by 35.7%. In addition, resignations declined by 19.3%, while overall departures from the civil service decreased by 32.8%.

As a result, interest in public sector careers continued to grow. The average number of applicants per vacancy increased from 17.5 to 20. Recruitment procedures for civil service positions attracted 23.4 applicants per post, up from 20.3 a year earlier.

Later, Pirdeni said authorities appointed 654 civil servants during 2025. More than half entered the administration through open recruitment procedures.

The minister also noted a 2.5% salary indexation for 2026 and reported progress in a digital human resources system that currently manages more than 60,000 personnel files across about 860 public administration spending units.
