The Executive Board of the United Nations Development Programme (UNDP) has approved a new Country Programme for Albania for 2027–2031.
The five-year programme will support Albania’s development. It will also accelerate reforms and advance the country’s European Union integration process.
The programme has three main priorities. First, it will promote inclusive human capital development. Second, it will support sustainable economic transformation and green growth. Finally, it will strengthen governance, justice, and human rights.
One key priority is employment. UNDP will help improve social and employment services. It will also support vocational education and skills development.
In particular, the programme will create more opportunities for young people, women, and people with disabilities. Moreover, it will promote digital skills, artificial intelligence, and professional training.
At the same time, UNDP will support small and medium-sized enterprises. The programme will help businesses adopt new technologies and increase innovation. It will also improve their access to regional and European markets.
As a result, these measures could create new economic and employment opportunities.
The programme also promotes green growth. UNDP will help Albania protect biodiversity and manage natural resources. It will also support the development of the Natura 2000 network.
Furthermore, UNDP will help the country address disaster risks and adapt to climate change. These efforts will support a greener and more resilient economy.
Meanwhile, the programme will strengthen public institutions. It will support justice reform and anti-corruption efforts. It will also improve public financial management.
These measures will help Albania align further with European Union standards. At the local level, UNDP will strengthen municipal capacities. It will also create more opportunities for citizens to take part in decision-making.
In addition, the programme will support free legal aid and independent oversight institutions.
UNDP developed the programme after extensive consultations. More than 600 stakeholder groups took part. They included public institutions, civil society, businesses, academics, media organizations, and vulnerable groups.
The online consultation also received more than 1,000 responses. According to UNDP, the programme aims to make development more beneficial for citizens. It will focus especially on people at risk of being left behind.
Finally, the programme will support Albania’s Sustainable Development Goals. It will also contribute to the country’s national priorities for development and European integration.
