VanHorn: Investors Need Trust as Albania Ensures a Level Playing Field

U.S. Embassy Chargé d’Affaires Nancy VanHorn said investors need trust, clear rules, and equal competition conditions as Albania advances its foreign investment screening framework.

She made the remarks during a presentation by the American Chamber of Commerce on Foreign Direct Investment.

First, VanHorn described Albania’s FDI screening framework as a strategic step. She said it shows Albania welcomes investment while also protecting national interests and meeting international standards.

She noted that investors, including American companies, closely follow these developments. She added that U.S. firms already operate in energy, construction, and technology, while others continue to explore new opportunities in Albania.

“Investors need confidence,” she said. “They need clear rules, a level playing field, and protection for strategic sectors from actors that do not follow the same rules.”

Moreover, she stressed that investors look for predictable regulation and fair competition. She emphasized that Albania must guarantee consistent enforcement to attract long-term, high-quality investment.

VanHorn also highlighted that adopting the legal framework marks only the beginning. She said implementation will determine its success or failure. In addition, she confirmed that the United States will continue supporting Albania throughout the process and will work with Minister Delina Ibrahimaj and other institutions to ensure effective implementation.

She referred to U.S. investment policy and said both approaches share the same principle: countries should welcome investment that supports economic growth while protecting critical infrastructure and strategic sectors.

Finally, she addressed the business community directly. She said screening mechanisms are designed to protect investors as well. When rules remain predictable and enforcement stays consistent, all parties benefit. As a result, she said Albania can attract the kind of long-term investment it needs.

She concluded that Albania has taken an important step forward and welcomed continued cooperation on the implementation process.
