TIRANA, April 14 – Prime Minister Edi Rama addressed the Fourth Diaspora Summit in Tirana and said the diaspora now participates directly in national decision-making. He linked the change to external voting rights and wider political inclusion.
At the opening of the address, voting from abroad shifted from demand to reality. That change brought diaspora Albanians into formal decision-making structures. Consequently, political inclusion expanded across institutions.
Following this point, attention moved to electoral reform. External voting widened representation across the system. It also strengthened democratic participation nationwide.
Afterwards, Rama focused on European integration. He described Albania’s EU path as a civilisational choice rather than a political goal. He linked this view to diaspora experience in Western democracies.
From that perspective, diaspora experience shaped expectations on merit and rule of law. It also supported institutional reform. In turn, it aligned domestic standards with European norms.
Next, he addressed justice reform. Albania now guarantees full judicial independence. The justice system no longer faces political control.
As a result, the reform marked a clear break from past practice. It strengthened institutional accountability. Meanwhile, public trust increased.
Turning to the economy, he said Albania’s international image improved in recent years. Tourism, nature, and hospitality now define that perception.
According to him, GDP reached 27 billion euros. In addition, the government targets 35 billion euros by decade’s end. Foreign investment reached 1.6 billion euros annually.
Finally, he highlighted EU accession progress. Albania opened all negotiation chapters in 11 months. He described this pace as record alignment with European standards.
