TIRANA, April 21 – The Parliamentary Committee on Europe and Foreign Affairs approved a draft law on the freedom of establishment and provision of services in Albania. The legislation aims to align domestic rules with European Union market regulations.
Lawmaker Anila Denaj, who sponsored the bill, said the reform strengthens Albania’s integration process. She said it creates a unified legal framework for cross-border service provision and market access.
The draft law introduces principles of non-discrimination, proportionality and transparency. It also limits administrative barriers and restricts authorisation requirements to cases justified by overriding public interest.
Deputy Minister of Economy and Innovation Olta Manjani said the proposal aligns Albania with European Union Directive 2006/123/EC on services in the internal market. She said it introduces cross-border service provision, digital procedures and a “single point of contact” through the e-Albania platform.
