Albania introduces new foreigners’ regulation with online applications and one-day provisional permit

TIRANA, April 17 – The Albanian government has approved a set of regulatory changes for foreign nationals aimed at reducing bureaucracy and speeding up procedures. The reform also seeks to align migration and labour rules with European standards. The changes were published in the Official Gazette.

The new framework introduces full digitalisation of applications through the government portal e-Albania. Authorities will shorten verification deadlines at border and migration institutions. Applicants will receive a provisional residence permit within one working day after submitting their request.

Regulatory changes also standardise documentation requirements for residence and work permits. Applicants must provide biometric photos, self-declare criminal status and submit financial documentation in Albanian or English. Labour-related procedures now include clearer rules for specific categories such as domestic workers.

The government said the reform will improve efficiency and transparency in migration management. EU citizens staying longer than three months will receive a registration certificate through an online process. Family members from non-EU countries will also benefit from simplified residence procedures.
