Koçiu: Protest Rights Remain Untouchable, Violence Will Be Punished

Deputy Prime Minister Albana Koçiu said on Sunday that the government would introduce six measures to curb urban violence. The measures aim to protect citizens and public and private property. Koçiu stressed that authorities would uphold the constitutional right to protest but punish anyone who incites violence, exploits minors or damages property.

“Albania’s European future leaves no room for violence, chaos or intimidation,” Koçiu said. She added that authorities would protect the right to protest and hold offenders accountable. “The right to protest is protected, violence is punished, and those responsible must pay for the damage,” she said.

The proposed package would require offenders to compensate businesses for up to 100% of their losses. It would also impose fines of up to 500,000 lek for violence at public gatherings. Authorities could establish security perimeters for up to 72 hours when they detect a threat. The package would also create an electronic register of people under investigation for public-order offences, strengthen student protection and introduce tougher penalties under the Criminal Code.
