Rama spoke at a meeting in Tirana with agrotourism representatives. He rejected claims that the government changes the law to favor oligarchs.
He said the amendments are simple and focused on small tourist marinas. He added that some projects include small docking areas.
Rama said current rules force investors into separate tenders for marinas. He argued this creates delays and discourages investment.
He stressed that Albania has a shortage of docking points. He said other countries have many ports and marinas.
Rama said the law targets small ports, not large marinas like Durrës or Vlora. He said the reform aims to attract more coastal development and tourism investment.
