Meeting with agrotourism representatives, Rama: Support for small and medium-sized enterprises

Prime Minister Edi Rama held a meeting on Monday afternoon with representatives of the agrotourism sector in Tirana. Rama was accompanied at the meeting by the political leader of the region, Ogerta Manastirliu. During his speech, Rama presented the program “Double Your Enterprise.”

He emphasized that this project will be supported by a credit line from the Bank of Albania, which will be processed by second-level banks based on applications and guaranteed by the Albanian government.

According to him, it will be accessible to startups, small and medium-sized enterprises, workshops, and agrotourism businesses that aim to grow.

Additionally, there will be a limit of up to 2 million euros. It will not be accessible to large companies, but it will be accessible to startups, small and medium-sized enterprises, workshops, and agrotourism businesses that want to grow,” Rama said, among other things.

Among other topics, he also spoke about the “Mountains Package.” According to him, this package was created to increase investments and to address issues related to Law 7501. Rama added that interested individuals can apply to the municipality with their project, and after approval, they can begin construction.

“The Mountains Package—I believe that each of you may want to build an agrotourism network, and this is what the Mountains Package is for. Contrary to how it has been misrepresented or distorted in the media, it is not a package for large companies or investors. It is not intended to give public land or territories for private developments. That is not its purpose or objective.

It emerged from the need to address a major issue related to Law 7501 and the conflicts surrounding it.

The law, which took a long time to formulate, did not produce the intended effect, and for this reason the Mountains Package was created. Many Albanians have old houses they want to develop but lack property titles; with the Mountains Package, this becomes possible by applying through the municipality. The municipality receives the application and publishes a list for 45 days.

Ownership is not granted immediately; instead, the case goes through a formal process and one applies with a project. Once the project is approved, construction can begin. Only after completing construction is the ownership title granted; the land cannot be mortgaged beforehand. The law provides that if, at any point, another claimant appears, the individual is not held responsible—the state assumes responsibility and must provide compensation,” he said, among other remarks.
