The Albanian government has approved a normative act introducing a state compensation scheme for businesses affected by violent protests held between October 13 and 22, 2026.
Under the new measures, businesses with an annual turnover of up to 14 million Albanian lek, based on their 2025 tax declarations, will be eligible for full compensation for material damage caused during the demonstrations.
The state will cover losses involving uninsured property, as well as damages not fully covered by insurance policies.
Affected businesses must submit applications to the tax authorities, providing evidence of the damage and its connection to the protests. The State Police will have 30 days to verify the claims, while the Ministry of Economy and Innovation will transfer approved compensation within 30 days of receiving police confirmation.
Businesses may receive compensation even if those responsible for the damage have not yet been identified.
However, the government will subsequently seek to recover the compensation payments from those found responsible for the destruction, including, where legally liable, the organisers of violent gatherings.
The legislation also provides for administrative fines in certain cases involving unlawful assemblies, while affected individuals retain the right to appeal such penalties in court.
