Western Balkans risk losing over €700 million in EU Growth Plan funds, sources say

TIRANA, April 20 – European Commissioner for Enlargement Marta Kos has warned Western Balkan countries they risk losing more than €700 million in funding under the EU Growth Plan if reforms stall, according to sources cited by Radio Free Europe/Radio Liberty.

A letter sent on April 17 to regional capitals urges governments to accelerate implementation of agreed reforms. EU officials say funding remains conditional and tied to strict deadlines for each reform step.

The European Commission has set final deadlines for measures due in 2024 and 2025, with a grace period allowing limited delays. Officials said failure to meet those targets could trigger permanent loss of allocated funds by mid-2026.

Country-level exposure varies, with Bosnia and Herzegovina facing the largest potential loss. Albania, Kosova, Serbia, Montenegro and North Macedonia also risk losing portions of their allocations if reform commitments remain unmet.
